Only Meek People Make Noise Complaints? Ukrainians Beg to Differ

People who complain about noise are often dismissed as overly sensitive or neurotic individuals, out of touch with real problems. But what if I told you that even in Kyiv, Ukraine—a city known for toughness, resilience, and courage in the face of adversity—residents are demanding quieter streets? Would you still think noise complaints are trivial?


As Alex Levshin reports, in October 2024, a citizens' petition in Kyiv calling for stricter enforcement of noise regulations on vehicles surpassed the required number of votes, proving that this issue resonates deeply with many. Despite a ban on loud exhaust systems introduced in the capital last year, drivers continue to flout the rules, making life in residential areas unbearable. Kyivans, known for their ability to endure hardship, are asking for something simple but crucial: peace and quiet.


The petition calls for enhanced enforcement of existing laws and reminds authorities that a draft law imposing fines for noise violations is still awaiting approval. But the frustration is palpable. Even in wartime, people want a city to be a place where they can rest, work, and live without the constant intrusion of loud traffic.


Who would accuse the people of Kyiv, a city functioning despite daily horror, of being neurotic or overly delicate? They are anything but. Even the toughest people can only take so much. The people of Kyiv aren’t asking for silence—they’re asking for sanity.
